How to Assimilate Minor Factions in ENDLESS Legend 2

How pacification works

Each minor faction settlement offers a pacification quest with three branches. Completing any branch pacifies the village; the tech Statecraft (+1 Protectorate Slot, Tier 1 specializations for all minor factions) and Dignitary Goodwill (Tier 2) then convert them into empire tools.
